The following is a CBSA Message (ACI12-107)
The new requirement for Air and Marine Carriers to transmit conveyance arrival messages to the CBSA will begin in March 2013. A test package is currently being developed and will be deployed to all parties once available. The Electronic Commerce Client Requirements Document (ECCRD) is available, however, it is in draft format and will be finalized early in 2013. Testing will begin mid-January 2013. The Electronic Commerce Unit will be responsible to work with external clients and assist them through the testing and implementation process.
One of the components of this systems package will include the introduction of a Conveyance Arrival Certification messaging function for air and marine carriers, or authorized service providers, to transmit an electronic arrival message to the CBSA using an Electronic Data Interchange (EDI) method and within mode-specific time frames. The transmission of the arrival message by carriers, or authorized service providers, will replace the current arrival process in the air and marine modes that is based on the Estimated Time of Arrival (ETA). Carrier compliance will be required immediately upon systems deployment.
The introduction of conveyance arrival messaging will more precisely identify the status of conveyances and associated cargo and therefore enhance both security and the facilitation of trade. The Conveyance Arrival Certification message will benefit carriers by triggering arrival processing, status updates and notifications, as well as the cargo release process if the primary cargo is destined for release at First Point of Arrival (FPOA).
