AMPS Sub-committee Meeting

The CSCB attended a BCCC AMPS sub-committee meeting in Toronto on June 20.

CBSA presented a logic flow chart model that all contraventions should meet. The flow chart can be used to review current contraventions and applied when creating new ones. Absolute liability (upon which AMPS is based) and strict liability was discussed at length, and CBSA will attempt to have their lawyer in attendance at the next meeting in order to further discuss the issue of liability.

CBSA have committed to following up on the status of the Penalty Reduction Agreement (PRA) and also to provide additional information, in the form of a matrix, on the top 50 contraventions. Discussions on third party liability and volumetrics will take place in the fall.
