CBSA Message (TCC17-068): Decommissioning of OGD Service Options PARS & RMD

As per our previous communications, CBSA is going ahead with decommissioning of OGD service options PARS and RMD as of April 1, 2018. Questions or comments can be sent to us at [email protected].

The purpose of this email is to advise that the Single Window is now operational and to highlight the decommissioning of two legacy release service options.

The Canada Border Services Agency (CBSA) along with nine other Participating Government Departments and Agencies (PGAs) have implemented Single Window in response to industry’s request for a streamlined electronic exchange of commercial import data between the Government of Canada and the business community. This initiative streamlines and simplifies the import process and significantly reduces the paper burden on the business community.

In anticipation of the April 1, 2018, decommissioning date, the CBSA is reaching out to Trade Chain Partners to highlight the importance of enrolling and completing the certification process as this can potentially be a lengthy process. Starting on April 1, 2018, the CBSA will no longer accept or process release service options; EDI OGD PARS SO 463 and EDI OGD RMD SO 471. In addition, as of October 1, 2017, the CBSA will no longer allow applications to onboard to these two EDI service options.

As of April 1, 2018, trade chain partners not using the Integrated Importer Declaration (IID) SO 911 for release of OGD regulated goods will see significant delays in the clearance process. As that date approaches, the CBSA is expecting higher volumes of applications for the IID. Clients are strongly encouraged to submit their applications well before this date to avoid a backlog in processing and testing. Applications for the IID will be processed as quickly as possible to allow clients to begin the onboarding process.

As an incentive for clients to on-board and use the IID, starting on June 1, 2017, the CBSA will begin to prioritize the processing of the IID transactions over the OGD PARS SO 463 and OGD RMD SO 471.
