CBSA Message (TCC17-087) - Import, In-Transit and FROB impact on Release Notification System (RNS)

April 25, 2017

Clients Affected: All marine carriers, air carriers and service provider who transmit trade data using EDI.

The following is an important message for all air and marine carriers:

Air and marine carriers must ensure that cargo reports correctly indicate whether a shipment is import, in-transit or freight remaining on board (FROB).

Incorrect coding of this field is causing Release Notification System (RNS) problems throughout the trade chain.

When a carrier indicates an Import, RNS messages are generated.
When a carrier indicates FROB or in-transit, RNS messages are NOT generated.

If a carrier indicates FROB or in-transit in error, the carrier will be required to correct the error prior to cargo arrival in order to generate the RNS messages.

Here is where clients can find this field:

  • In the air and marine EDIFACT maps, Import (24), In-transit (23) and FROB (26) is entered on the GEI segment, element 7364, position 2.4, in the field called “Customs Procedure, coded”
  • In marine ANSI mapping, Import (24), In-Transit (23) and FROB (26) is entered on the B2A segment, element 02, in the field called “Application Type”

Please refer to your copy of the Electronic Commerce Client Requirements Document (ECCRD) Chapter 1 – ACI Marine and/or Chapter 2 – ACI Air to locate these data elements.  To request a copy of an ECCRD, please contact the Technical Commercial Client Unit (TCCU) by email at [email protected].

Please ensure employees are aware of the importance of correctly coding this field.  Please check with your IT, software vendor or service provider if you are uncertain where this field can be found in your system.
