Changing Meat Inspection Establishment after National Import Service Centre (NISC) clearance

June 4, 2019

Following is a message from CFIA:

A reminder to all brokers who clear meat shipments that require an official meat inspection certificate (OMIC) and a CFIA inspection establishment to verify the paperwork to ensure that the Re-Inspection Establishment Number
on the Request for Documentation Review (Form 5272) and/or SWI submission is correct and ensure the importer/driver are aware of the requirement to present the shipment at the indicated establishment.

Once a meat or meat product shipment receives the CFIA release from the National Import Service Centre (NISC) and an Import Inspection Report (IIR) is issued, the inspection must be performed at the registered
establishment listed on the Multi-Commodity Activities Program (MCAP) IIR.

A change to the location of inspection will only be considered under extenuating circumstances, such as extreme weather preventing the shipment from being delivered as declared, the inspection establishment has reached its
maximum capacity or there is a closing of the inspection establishment. The shipment must be presented to the facility declared to the National Import Service Centre (NISC). This means if you have indicated an inspection
establishment in Alberta, and the truck shows up at an establishment in British Columbia for inspection, the truck will have to proceed to the establishment number listed on the IIR that you have indicated at the time of clearance
even if it incurs further transportation costs. Driver/Broker errors or misunderstanding of requirements will not be considered valid reasons for requesting a change of inspection establishments.

Under extenuating circumstances, a request to change the inspection facility is submitted to one of the following Area specific email addresses stating the reason for the change. There is no guarantee that the inspection facility will be changed by CFIA.
