CN 15-013, Changes to Transport Canada’s Pre-clearance Program – Appendix G

Further to a message to members on March 26th, CSBA has issued a Customs Notice regarding changes to Transport Canada’s pre-clearance program.

1. This customs notice is to inform importers and customs brokers of impending changes to Transport Canada’s (TC) Appendix G Pre-clearance Program for the commercial importation of new Canadian compliant vehicles.

2. The information in this customs notice supersedes customs notices 14-008 and 14-018 and any content of Memorandum D19-12-1, Importation of Vehicles that pertain to admissibility of vehicles declared for importation via the Appendix G Pre-clearance Program.

3. As of April 20, 2015, only pre-cleared foreign manufacturers of approved classes of Canadian-specification vehicles will be listed on TC’s Appendix G pre-clearance list.

4. As a result of this change, all commercial importers, as well as “compliance specialists” service providers described in customs notice 14-018, will no longer appear, on the Appendix G pre-clearance list.

5. Following the implementation date, all resident commercial importers will be permitted to import approved classes of vehicles from any foreign manufacturer appearing on the pre-clearance list Appendix G.

6. Foreign manufacturers and their classes of vehicles currently registered with the Appendix G Pre-clearance Program will remain on Appendix G and do not need to re-apply.

7. Foreign vehicle manufacturers seeking to register or add a new vehicle class under Appendix G must contact Transport Canada’s Motor Vehicle Safety Directorate to apply.

8. Importers who choose to import vehicles from foreign manufacturer that are not listed on Appendix G must use Transport Canada’s case-by-case importation process outside of the Appendix G Pre-clearance Program. Importers must obtain Transport Canada’s case-by-case authorization before importing vehicles from foreign manufacturers and/or prescribed classes vehicles that are not listed on the Appendix G Pre-clearance Program.
