This memorandum has been revised to:

(a) Update definitions of Advance Commercial Information, Conveyance Arrival Certification Message, Carrier, ECCRD, Port of Report, Other Government Department, and Warehouse Arrival Certification Message;
(b) Include Policy information and definitions with regards to Railway rolling stock;
(c) Update references to the outage contingency plan;
(d) Update information on presentation of form BSF673 for post arrival amendments.
