Deconsolidation Notice

October 7, 2016

The following message is from Tony Hahn, A/Director, Commercial Policy and Program Management Programs Branch, CBSA.

As you are aware, the coming into force date for the freight forwarder portion of the eManifest regulations is imminent (November 7, 2016). Following a 45 day notice period, zero-rated AMPs may be issued starting on January 11, 2017 with full AMPs applicable July 12, 2017.

A key dependency for the successful implementation of these regulations is having warehouse operators sign up for receipt of the deconsolidation notice. The deconsolidation notice not only provides better visibility into CBSA processes, but reduces the need for a separate paper remanifest for consolidated freight.

The deconsolidation notice signals to the warehouse operator that an identified shipment may be transferred from their facility into the custody of the freight forwarder.

Signing up for the notice removes a paper process and further automates the customs process.
