Draft Export Regulations - Update

The CSCB has been provided with a revised draft version of the Reporting of Exported Goods Regulations. These regulations are scheduled to come into effect prior to the implementation of AMPS on October 7, 2002. This document is available on our web site at http://www.cscb.ca/listinfo/draftexportregsaug2002.pdf.

The following differences have been noted between these regulations and the previous draft regulations dated June 17, 2002 and sent to members on June 26, 2002:

- the definition of customs service provider has been added
- additional text has been added to the definition of place of export
- an additional section has been added describing the prescribed classes of persons
- the title of the section Time, Place and Manner of Reporting of Goods has been changed to Time, Place and Manner of Reporting of Goods by the Exporter
- two additional sections have been added: Time, Place and Manner of Reporting of Goods by the Carrier and Time, Place and Manner of Reporting of Goods by a Customs Service Provider
- additional text has been added to the section entitled Prohibited, Controlled or Regulated Goods
- additional text has been added to the section entitled Reporting of Fishing Vessels
- additional text has been added to the section entitled Exceptions to Reporting
- an additional section entitled Records has been added
- the definition of in-transit goods has been deleted
- the section entitled Carriers has been deleted
- the section entitled Imported Cargo Containers has been deleted

We have also been provided with a draft MOU between the carrier and the CCRA (this is available on our web site at http://www.cscb.ca/listinfo/draftexportmouaug2002.pdf). This MOU is aimed at the reporting and control of exported goods.
