EICS Bulletin - Connectivity Resolved

The following message is from the EICB on 19 May.

We apologize for the very slow connectivity today. The PKI Certificate Authority reports that normalcy has been consistently restored. The problem was an inordinately heavy load on their servers which has been alleviated.
