Electronic Communication with the Canada Border Services Agency

This message is to inform you that, as of today (August 12, 2019), the CBSA will now offer applicants for Advance Rulings (ARs) and National Customs Rulings (NCRs), three communication options with the CBSA.

Effective today, applicants of ARs and NCRs will have the following two additional options to registered mail when applying to request a ruling:

  • Non-Encrypted E-mail
  • Encrypted E-mail

These changes are reflected in the following Memoranda's instructions on how to proceed in applying for an AR and NCR by e-mail:

  • D11-11-3, Advance Rulings for Tariff Classification
  • D11-4-16, Advance Rulings for Origin Under Free Trade Agreements (in process of being updated)
  • D11-11-1, National Customs Rulings (NCR) (in process of being updated).

This information was also previously shared among relevant offices within the CBSA. Should you have any questions regarding these new procedures, the Border Information Service (BIS) agents will be able to assist at 1-800-461-9999 (204-983-3500 or 506-636-5064 if calling from outside Canada), Monday to Friday (08:00 - 16:00 local time / except holidays).
