Exporting of Personal Effects

The CSCB has asked the CCRA three questions concerning the exporting of personal effects. For the benefit of all members, the following are the questions and the responses received from the CCRA,

CSCB 1. What business number must be used on the B13A for personal effects being exported?

CCRA - Under the current export regulations personal effects do not have to be reported on a B13A if they are exported in the possession of a person departing from Canada or form part of the baggage of the person. The BN (since this is a one shot deal) may be that of the broker/freight forwarder preparing the B13A on behalf of the exporter.

In the case of emigrants who are leaving Canada with their personal and household effects, they are required to submit a B13A Export Declaration. As stated above, the BN used would be that of the broker/freight forwarder completing the documentation.

CSCB 2. What HS number is quoted on the B13A for personal effects being exported?

CCRA - I contacted Statistics Canada help desk at 1-800-257-2434 to get this answer. The HS code is 9806.00.00. Questions on HS codes should be directed to this Statistics Canada.

CSCB 3. With the new export regulations, personal effects are exempt from export reporting requirements if the person and their baggage are on board the same conveyance. When this is not the case, how will personal effects be treated once the new export regulations are in place?

CCRA - There is no difference on export reporting of personal effects in the existing versus revised Export Regulations.
