Non Commercial Goods, PGAs and the Integrated Import Declaration (IID)

CBSA has recently determined that non commercial goods will be permitted to utilize the Single Window IID service option for release.  As the SW IID was not originally designed to process these types of goods, an interim process or “work around” will be needed when the non commercial goods are regulated by a Participating Government Agency or Department (PGA).  These interim processes will be needed until new PGA functionality can be added for the processing of these shipments.

Legislation does not allow for non-commercial shipments to enter Canada unless they are accompanied by the importer (section 45 (b) of the Explosives Regulations: (b) the explosive enters or leaves Canada with the person importing or exporting it or, if the explosive is transported in transit, it remains with the person transporting it at all times)
