Update to CFIA AIRS website

Chapter 01 was published to change the recommendation from "Refuse entry" to "Refer to CFIA - Veterinary Inspection" for the following HS codes with the end use "Canadian animals returning to Canada".

01.06.39.2096 - Songbirds over 3 days old (Passerines of the sub-order passerii (oscines)).
01.06.39.2097 - Songbirds less 3 days old (Passerines of the sub-order passerii (oscines)).

A new miscellaneous code was created: 754 Personal use - Canadian Travellers
