What is CARM and what it means to your business!

What is CARM?

The CBSA Assessment and Revenue Management (CARM) project is a multi-year business transformation initiative. Once implemented, it will facilitate trade compliance and enhance the use of data analytics to streamline business processes between Canada Border Services Agency (CBSA) and its clients.

CARM Facts

Here is what we know so far about CARM:

  • CARM will transform how you do business with CBSA and your clients.
  • CARM represents a business transformation, not just a technology implementation – programming will be required and the CBSA will provide the ECCRD 12 months in advance of implementation.
  • Release Prior to Payment Financial Security will be secured by importers on a risk-based approach.
  • CARM will continue the movement towards an importer direct payment.
  • The CARM portal will be available to file customs entries for all customs brokers and importers. Those who file customs entries by EDI can continue to do so.
  • The billing cycle is changing and there will be a longer period of time to correct entries prior to the final monthly payment without interest.
  • Adjustments (such as refunds, amends and drawback) can be made electronically – they will be a version of the original transaction number.
  • CARM is scheduled to be deployed in three phases with the core CARM delivery expected in the spring of 2021.

Consultations on CARM are well underway. We provide the community with all available information, as follows:

  • the work of the CBSA Trade Chain Partners’ Working Group (TCPWG) is available to CSCB customs broker members, non-member customs brokers, and the public;
  • the work of the CBSA Customs Broker Sub-working Group (CBSWG) is available to CSCB customs broker members and non-member customs brokers. Non-member customs brokers are requested to register to gain access Non-Member Registration;
  • the work of the CSCB Internal Advisory Panel, which will include specific questions posed to members and intended to support our advocacy on your behalf, is available to CSCB customs broker members only
