Provisional Duties Imposed on Filter-Tipped Cigarette Tubes from France

On 18 January Revenue Canada announced that the Department will assess provisional anti-dumping duties on imports of filter-tipped cigarette tubes from France. This investigation excludes imports of filter- tipped cigarette tubes that bear the trademark or brand name of a finished or ready-made cigarette.

On 19 October 1998 the Department began an investigation on filter-tipped cigarette tubes from France and the Federal Republic of Germany after receiving a complaint from CTC Tube Company of Canada Inc. of Montréal-Nord, Québec. The company alleged that the dumping of low-priced imports of these products has hurt its business.

The preliminary investigation shows that all the goods were shipped from France only, and were dumped into Canada at prices that were on average 25 per cent below normal levels. As a result, the investigation as it relates to the Federal Republic of Germany has been terminated.

The CITT will now begin an enquiry into whether the dumped imports from France are harming Canadian production of filter-tipped cigarette tubes. The Tribunal will make a decision within the next 120 days. At the same time, Revenue Canada will continue its investigation and will issue a final decision concerning dumping by 19 April 1999.
