Response to Proposal to Regulate Factory-Built Fenestration Products

On 8 November 2000 the CSCB informed members of Natural Resources Canada's draft proposal to regulate factory-built windows, flat-glazed skylights, roof windows and sliding glass doors that were imported into Canada or traded interprovincially.

NRCan has received comments from manufacturers, industry and trade associations, test laboratories, federal departments and provincial governments, and standards-writing organizations. As a result of this feedback, NRCan is considering the following:

1. Delaying the implementation of minimum energy efficiency levels
2. Requiring labelling for energy efficiency values only
3. Modifying the requirement for independent third-party verification of energy efficiency values
4. Introducing a Canadian ENERGY STAR High Efficiency Program for windows, skylights and sliding glass doors

As its next step, NRCan is planning to issue a revised proposal in the early autumn of 2001, and will continue to review the issues regarding the energy rating system, and will research the form and manner of product labelling.
