AMPS — Clarification on Issuance of NPAs

Several members have asked for clarification regarding the review process, undertaken at the port level, before an NPA (Notice of Penalty Assessment) is issued under AMPS.

The CCRA has stated that new officers, and those who have not received any AMPS training, will be unable to access the client's profile in the system and will therefore be unable to issue an NPA. However, new and untrained offiers will be able to refer transactions to their supervisors who are able to issue NPA's.

All other officers will be able to issue NPA's.

The CCRA will be monitoring all NPA's issued and will be doing an analysis and review on a selective number, based on their analysis.
