Request for Removal of Customs Duty on Permanent Split Capacitor Motors

The Department of Finance is currently reviewing a request for the removal of the customs duty on permanent split capacitor motors, with external shafts or external rotor type, of an output of 40W or more but not exceeding 375W, for use in the manufacture of air filtration units, air ventilation units, combined air filtration/ventilation units, the foregoing with or without heat recovery capabilities.

These motors are classified under tariff item No. 8501.40.29 of the Customs Tariff, and are dutiable at 6% under the Most-Favoured-Nation (MFN) Tariff.
Currently under tariff item No. 8501.40.21 there is a provision for duty free entry for permanent split capacitor motors of an output of 40W or more but not exceeding 375W, for use in the manufacture of heat recovery ventilators. This request would expand the scope of that provision by adding the external shaft or external rotor motor, as well as by expanding the end products beyond heat recovery ventilators.

The applicant claims that these split capacitor motors are not available from Canadian production and that tariff relief would enhance its competitiveness in both the domestic and export markets.
