Message to Members from CSCB Chairman

The following message is from Tom Mountain, Chairman of the CSCB.

With the implementation of the Administrative Monetary Penalty System (AMPS) only days away, I wanted to take this opportunity to thank all members who have provided valuable input to the CSCB on a wide range of AMPS issues over the past few years. Special thanks to those members who participated in our AMPS Consultative Committee, to those involved with the CTACC AMPS Working group, and to the members of the National Committee on Operational Issues and Board of Directors. Your input has made a difference.

Just this week, we had very productive meetings in Ottawa with senior officials of CCRA to discuss some outstanding issues of concern. We have already mailed to members an AMPS Reference Guide, with a series of Customs Outlooks on key issues, and we have made available to you a presentation and speaking notes which were used for the CSCB presentation on “The Role of the Customs Broker” in the recent CAIE seminars across Canada on AMPS.

By the end of this week, we will be providing more in-depth information and commentary in several key areas, including:

1. audit/verification and AMPS
2. details about NPA issuance and cancellation
3. mitigation processes – who to see about what
4. the CSCB-CAIE AMPS monitoring project

The CSCB has worked tirelessly on AMPS and we can claim a number of “wins” – changes that have resulted directly from our input which make AMPS a better system. We will continue to press for change in areas which warrant it – and we will be relying on your continued interest and involvement to identify process or policy problems. As customs brokers, we understand better than anyone the entire trade process and how AMPS will potentially impact each player. By working together as members of the CSCB, we have an unparalleled opportunity to continue to exert influence. Thank you again for your support.
