AMPS Update

The Assistant Commissioner of the CCRA, Mr. Denis Lefebvre, has written to the CSCB in response to several issues members have raised concerning AMPS.

The text of this letter can be viewed at http://www.cscb.ca/listinfo/lefebvreletterdec02.pdf. The proposed changes referred to concerning contravention C274 were made available to members on December 17.

A second letter, available at http://www.cscb.ca/listinfo/20dec02letterfromccra.pdf, was also received by the CSCB in response to a meeting that took place on December 19 between the CSCB and the CCRA, including Mr. Ken McCarthy, director of AMPS. This letter contained the long-awaited minutes of the April 29 AMPS Working Group meeting, confirmation that the PRA has been changed to $1.00 for every $1.00 it costs the client to fix their Customs Information System (first communicated to members by the CSCB on October 25), and a response to our question concerning the use of the broker's Business Number on LVS shipments. Other AMPS items discussed at that meeting included the Penalty Reduction Agreement, finalization of the AMPS D-Memorandum, the requirement in some regions for a letter from an importer authorizing their broker to appeal a penalty, SIMA issues, and the appeal process. We will advise members as soon as we receive responses to these outstanding issues.
