EICS Testing to commence 12 February 2003

The following message is from Dennis Seebach, Director, Administration and Technology Services Division of the EICB. Members are assured that as soon as the dates for the transition from the existing IPPS to the new system (EICS) are determined by the EICB, you will be informed by the CSCB. During this four-day period, no permits will be issued.

The Export Import Control Bureau of the Department of Foreign Affairs and International Trade will be replacing its existing permit processing system (IPPS) with a new Export Import Controls System (EICS). The project to replace this complex system has taken longer than forecasted. The Bureau has dedicated a team of internal resources complemented by a team of system specialists for the last year to complete the development and test the application from end-to-end.

The significant progress made over the last year in finalizing the new system functionality and the results of our in-house Acceptance Testing exercises is allowing the Bureau to move forward with the final phase of implementation of the EICS. These phases included a 4 week period of live Broker testing of EICS in a near production mode, final training of Bureau Personnel on the new system, a five year historical data conversion exercise, and the Go-live transition to EICS. The Broker Test period will start on February 12, 2003.

The intent of this letter to provide online Brokers and the Broker Associations with an advance notice of moving into production with the new Export Import Control System in April of 2003.

The lengthy data conversion process necessitates that the transition from the old IPPS to the EICS requires a period of at least 4 days. During the transition period in April, the IPPS system will not be available to current online customs brokers. No permits will be issued during this transition period. After transition, all import / export business transactions will be handled by the new EICS. A future notice will provide brokers with details of permit application processing prior to the shutdown of the IPPS.
