Expiry Notice No. TE-2003-001

The CITT gives notice that the tariff relief order (Order in Council PC 2002-1087) made on 20 June 2002 to implement the Tribunal’s recommendation to the Minister of Finance in Review No. TA-2001-001, concerning certain ring-spun yarns, is scheduled to expire on 31 December 2003. Under the Minister of Finance’s standing reference, the duty relief provided by this order will cease unless the Tribunal issues a recommendation that tariff relief is still warranted and a tariff relief order is made by the government.

The tariff relief order concerns the following item Nos: 5205.14.20, 5205.24.20, 5205.26.20, 5205.27.20, 5205.28.20, 5205.35.20, 5205.46.20, 5205.47.20, 5205.48.20; 5206.14.10, 5206.15.10, 5206.24.10, 5206.25.10, 5509.53.10, 5509.53.20, 5509.53.30 and 5509.53.40.

Statistics Canada data show that total imports in 2002 of the yarns covered by these tariff item Nos. amounted to 19,465,370 kg, valued at $49,753,505.

Parties requesting or opposing the initiation of a review, pursuant to subsection 19(5) of the Textile Reference Guidelines, should file the original and 15 copies of written public submissions containing relevant information, opinions or arguments with the Secretary of the Tribunal not later than 29 April 2003.

If, after reviewing the responses from all parties, there is a request for the continuation of tariff relief, but no opposition, the Tribunal may dispense with the need for a full review and recommend continuation. Alternatively, if there is no request for the continuation of tariff relief, then the Tribunal may dispense with the need for a full review and recommend termination. However, if the Tribunal decides that a full review is warranted, it will issue a notice of review with all relevant information regarding the proceeding. The Tribunal will publish the notice in the Canada Gazette and send it to all parties known to the Tribunal as having an interest in the review, who will then have an opportunity to participate in the review.
