Message from CPR regarding C-TPAT

The following message is from the Vice-President for Customer Service at CPR.

Canadian Pacific Railway, as a member of Customs - Trade Partnership Against Terrorism (C-TPAT), would like to remind all of our employees, customers and supply chain partners that we are all part of the security team. We all have a responsibility to be aware and to report unusual or suspicious activities. We are forwarding an important message from US Customs and Border Protection's C-TPAT program on securing international trade and travel.

C-TPAT is a joint government-business initiative that offers businesses an opportunity to play an active role in countering terrorism and builds cooperative relationships that strengthen overall supply chain and border security. This message is being sent to remind all C-TPAT members of their critical role in securing international trade and travel, and ask that you immediately report any potential terrorist related concerns to the appropriate law enforcement entities. U.S. Customs and Border Protection

As was recently stated by The Department of Homeland Security, credible reporting now indicates that Al Qaeda is moving forward with plans to carry out a large-scale attack in the United States in an effort to disrupt our democratic process. Although we lack precise knowledge about time, place, and method of the attack, the information is serious and credible.

Periodically, government operations at the federal, state, and local levels may be adjusted to meet and address new terrorist threat conditions. In order to minimize the potential impact of these activities on your business operations, and to assist government efforts, we remind all C-TPAT participants to be diligent in the following areas:

· Ensure the accuracy, and timely submission, of all manifest information submitted to CBP for the review and clearance of cargo prior to arrival.
· Ensure the accuracy, and timely submission, of all entry documents submitted to CBP for clearance and release.
· Work closely with all partners throughout your supply chain (e.g. foreign shippers, carriers, forwarders, etc.) to ensure adherence to C-TPAT security procedures pertaining to the packing, loading, and sealing of all cargoes, containers, and/or conveyances.
· Communicate with foreign manufacturers and vendors to increase security awareness, diligence, and information sharing on critical operations in your key export areas that may be at risk for terrorist activity.
· Work closely with brokers, agents, and other service providers to report any anomalies in the movement of goods to the U.S.
· Be especially vigilant in screening any potential customers that request transportation and/or any other services involving unusual payment and/or delivery instructions.
· Communicate with foreign vendors, suppliers, and supply chain business partners to note any undue delays or unusual occurrences involving the movement of goods.
· Be mindful of U.S. State Department country alerts. These alerts are located on the U.S. State Department's web site http://travel.state.gov/ under Travel Warnings and Consular Information Sheets.
