New User Fee from USDA Animal and Plant Health Inspection Service (APHIS) Delayed Until March 1, 2007
The following message is from CPR.
The Animal and Plant Health Inspection Service (APHIS) of the USDA have announced that the implementation of the interim rule that will impose agricultural quarantine and inspection (AQI) user fees on all commercial shipments entering the U.S. from Canada has been delayed from November 24, 2006 to March 1, 2007.

The USDA News Release announcing the delay, along with the original U.S. Federal Register Notice can be viewed through the following links:

1.  USDA DELAYS REMOVAL OF EXEMPTIONS FROM INSPECTION AND USER FEE REQUIREMENTS FOR CANADA

2.  U.S. Federal Register / Vol. 71, No 165 (page 50320) of Friday August 25, 2006.

As previously outlined CPR will regrettably pass this APHIS user fee through to the rail shipper in the form of a surcharge.

CPR opposes the imposition of the user fee and has petitioned APHIS on this matter through the Federal Register commentary mechanism.

We will provide further advice on this matter in the event of any material change to the rule.
