New HMT exemption bill filed

Michigan and Ohio senators are sponsoring legislation that would exempt non-bulk cargo on the Great Lakes from the Harbor Maintenance Tax.

The Great Lakes Short Sea Shipping Enhancement Act of 2007 (S. 1683) mirrors legislation in the House of Representatives that would exempt lake and coastwise shipping from the tax. Short sea shipping proponents see the ad valorem tax on cargo as a major impediment to developing a short sea industry….
