CBSA Assessment and Revenue Management (CARM) Consultations Begin – Member Input Will Be Critical

CBSA’s multilateral consultations with private sector stakeholders have officially begun. The initial meetings of the newly formed Trade Chain Partners’ Working Group (TCPWG) have been held and additional sub working groups have been formed. To support the active participation of CSCB representatives in these groups, we need your help.

The consultation process is intended to solicit input until sign-off of the CARM design elements by March 2019. The bulk of the consultation should be completed by the end of 2018 with fine-tuning in the early months of 2019. Throughout this period, we will be actively seeking member input.  As well, because we have accepted the role of leading the Customs Broker sub working group (CBSWG), we also will be soliciting input from customs brokers who are not part of the CSCB.

We are working on a special feature section on our website to facilitate our interaction with you, which will provide you with all relevant information and opportunities for your feedback and questions. Stay tuned for more details soon!

As well, we expect to hold regular webinars to provide you with an opportunity to interact more directly with us.

Here is the anticipated consultation schedule by month.

  • Introduced in July - Registration, Enrolment, Assessment, Re-Assessment and Financial Security
  • Scheduled for August - Billing, Payment Processing, Collections, Compliance
  • Scheduled for September - Tariff Calculation and publication, Rulings, Appeals, EDI
  • Scheduled for October – Trusted Traders, Reporting and Analytics (trade) and Compliance (fraud)

As you can see, this is a compressed consultation schedule filled with a wide variety of subject matter.  We have our work cut out for us.

CARM has the potential to transform how businesses interact with CBSA. We, at the CSCB, want your help to make sure that the end result is the best possible design.
