Energy Ministers release updated action plan on energy efficiency standards

In August 2016, the Energy and Mines Ministers’ Conference released a framework entitled Encouraging Market Transformation through Collaboration on Energy Efficiency Standards to define how federal, provincial and territorial governments can collaborate to achieve greater harmonization on energy efficiency standards. The framework outlined a set of common goals that energy efficiency standards support and the principles that define an effective and coordinated regulatory system and guide the development of joint priorities. The framework was accompanied by an action plan, outlining planned activities among federal, provincial and territorial governments to be completed by mid-2017.

We are pleased to announce that federal, provincial and territorial Energy Ministers have released an updated action plan for 2017–2018 as well as a report on the accomplishments-to-date in implementing the 2016–2017 action plan. Moving forward, actions continue to focus on joint priorities for new energy efficiency standards, preparing the market for future regulations, and improving regulatory development, implementation and transparency.

Concurrently, Energy Ministers also released the report Market Transformation Strategies for Energy-Using Equipment in the Building Sector: Supporting the Transition to a Low Carbon Economy. This report outlines the federal, provincial and territorial governments’ aspirational goals over the short-, medium- and long-term for ambitious but achievable energy performance levels for residential windows, space heating and water heating equipment. The goals support the broader objectives of the Pan-Canadian Framework on Clean Growth and Climate Change- to reduce greenhouse gas emissions, promote adoption and support clean technology innovation, and to ultimately shift to a low-carbon economy. The report also identifies key barriers to market adoption for each equipment area and measures to overcome them.

We look forward to continued collaboration with stakeholders as federal, provincial and territorial government work together to advance our climate change and energy efficiency objectives, while maximizing harmonization and consistency in Canada.
