Celebrating the CBSA Stars of 2023!

glass award with star

Members of the Canadian Society of Customs Brokers (CSCB) have uniquely close ties with Canada Border Services Agency (CBSA) staff across the country. We work in the same locations all across Canada, we share a common interest in keeping Canadians safe while facilitating trade, and we even speak the same language of Customs compliance and border management.

After a five-year hiatus, CSCB members once again had an opportunity to recognize CBSA staff across the country for doing their job with knowledge and goodwill and making a positive difference to the trade community every day. The recognition may have been for a single situation which made a difference, or for an ongoing attitude of cooperation and professionalism. We thought we’d find stories at a local port, a regional office, or at national headquarters, and the only restriction was that the recognition should be for the efforts of people below the executive level.

We think of these people as CBSA Stars.

Let's meet the fifteen CBSA Stars of 2023 and their nominators. The 2023 recipients were announced at the CSCB National Conference in Montreal, Quebec on November 6, 2023, and we are working with CSCB and CBSA regional representatives to arrange in-person presentation of their awards over the coming weeks.

Anna Liza Salvadora of Omnitrans, Inc. recognized Liudmilla for her quick responses and approval of B3 correction requests.

Serge GRENIER
Border Services Officer,
St. Bernard-de-Lacolle
Quebec Region

Zoe Lee of Bolloré Logistics noted:

“Officer Grenier was helping with a special project shipment coming via barge, identifying the issue with carrier, giving suggestions, processing our paper entry at the last minute, and contacting TITAN Unit past his working hours to ensure shipment would be released for the weekend unloading.
Officer Grenier provided excellent client services and showed he cares.  We were fortunate to have worked with him.”

Dominique HORVATH
Senior Officer Trade Compliance
Quebec Region

Michael Zobin of Livingston International noted:

“To sum it up in two words… TRANSPARENT COMMUNICATION. Time and time again, Ms. Horvath takes the time to review findings, explain the identified issues and even provide suggestions and guidance on how the importer/claimant can move forward with future claim filings… Ms. Horvath has consistently taken the time to initiate communication with the claimant to help understand decisions rendered and outline best practices to avoid future hurdles. Using Ms. Horvath’s modus operandi, it is my hope that by presenting Ms. Horvath with this CBSA Star award, other CBSA officers and agents can learn and undertake to emulate these best practices of TRANSPARENT COMMUNICATION for the betterment of trade and the Canadian economy.”

Pierre LASNIER
Senior Officer Trade Compliance
Quebec Region

Anna Liza Salvadora of Omnitrans, Inc. recognized Pierre and a colleague for involvement and quick processing of B2 adjustments (refunds and revenue neutral scenarios):

“They are truly doing their part to keep these B2 requests processed, completed, and approved in a timely manner.”

Paul TOBIN
Border Services Officer,
St. John’s NL
Atlantic Region

Ron Malone of PF Collins wrote:

“We would like to nominate our local (Port 914 – St. John’s, NL) Customs Officer Paul Tobin as a CBSA Star for the following reasons:
Paul has excellent knowledge on the commercial side of customs, which is a rare talent these days. He has provided us with great amount of assistance since he moved into this position….
Paul is always pleasant and easy to deal with. He always follows up on any questions that we have relating to customs matters and if he doesn’t know the answer, he will always go that extra mile and try and find the answer. It’s a pleasure to have a local officer that we deal with on a day-to-day basis that has his knowledge of the commercial side of things as again, this is a rare find these days.”

Natalia BYC
A/Senior Program Advisor,
CARM Change Enablement Division
Headquarters

Beth Allen of Willson International wrote:

“Natalia has been a great help for our CARM Readiness Testing process. She worked extra to get us set up on the Test Client Portal, met personally with me when issues arose, as well as working close with Lisa (Descartes) to get the communication process moving in the right direction. Natalia replied quickly to my inquiries or needs during the process.
With her prompt help and knowledge, we were able to complete the CARM Readiness Testing timely.”

Lisa CHEMERYS
Manager, Regional Trade Operations
GTA Region

Lindsay McMurtrie of Willson International noted:

“We are nominating Lisa Chemerys who is the Regional Trade Operations Adjustment Risk Management Unit Trade Operations in the GTA Region. There are several occasions where we have reached out to Lisa for assistance with B2 claims that we had submitted, whether it was locating missing DAS for several B2 claims we had submitted, or needing an in-depth status request done for specific B2s that were outstanding, Lisa was always quick to provide us a detailed response with how she is looking into our issue, and making sure it is solved within a timely manner.”

Margarita MACDONALD
Manager, CARM Experience Simulation
Southern Ontario Region/Headquarters

Sarah Marcotte at G.H. Young wrote:

“Margarita MacDonald and Geri Lynn Lidstone – Both have been wonderful to work with through the CARM CES testing. Always assisting to clarify any questions or concerns, showing patience and understanding to all participants, through some frustrating periods. CES testing involved TCPs from so many areas and backgrounds, and they handled the situations with politeness and tolerance.  They not only supported us all through the testing, but provided guidance when able, or ensured the correct person was able to address our concerns. They listened to our complaints and hardships and worked to creating viable solutions. I cannot articulate appropriately how much they impacted the positive experience, both personally and professionally. I look forward to continuing the next steps of CES 2.0 with them.”

Cindy TISSPLAT
Senior Officer Trade Compliance
GTA Region

Chris Coombe at Accurate Customs Brokers wrote:

“I had submitted 11 adjustments to correct a number of issues with one importer on mastectomy wear, CETA , and dutiable garments, this adjustment was a huge mess and to make matters worse the software program grouped items together again, making the adjustments almost unable to follow . Instead of rejecting these claims outright, Cindy worked with me via phone call(s) and some emails until the adjustments were made correctly, saving myself and the importer in time and expense in reviewing a possible rejection and resubmission.
For this I am truly thankful, as these phone calls allowed for manual corrections and approvals of the claims.  I have always felt that how nice it would be if both CBSA and the CSCB member employees worked this way whenever possible.”

Christopher WOODRICH
A/Clerical Supervisor, Trade Operations
Southern Ontario Region

Harvey Vays at Farrow wrote:

“Christopher has been essential in our team being able to professionally and functionally liaise with the CBSA. Christopher is always eager to help resolve any particular situation that we may be having at the time. We have had situations with incorrectly issued DAS’s or with vague B2 rejections. After multiple unanswered emails to the issuing officers, we reached out to Christopher as a last hope of getting any sort of information, and he always comes through with a positive response and a positive attitude. It is certainly a pleasure to deal with Christopher and he deserves to be recognized as CBSA Star!”

Geri-Lynn LIDSTONE
CES Trade Chain Partner Coordination Lead
Prairies Region/Headquarters

Cheri COELL
Border Services Officer,
Huntingdon Port of Entry
Pacific Region

Tracey Mitchell of Pacific Customs Brokers noted:

“Officer Cheri Coell, at Port 817 Huntingdon, has been consistently super helpful and always invested in finding answers and resolutions. We recognized her for these qualities before COVID, during COVID, and to this day she continues to be supportive of the import community as a whole. Officer Coell goes above and beyond in assisting Customs Brokers to get things done; she is effective, fair, and always willing to do what it takes to work through problems. She is respectful to all stakeholders and is a pleasure to work with.”

H.S. Mand
Border Services Officer,
Pacific Highway Port of Entry
Pacific Region

Tracey Mitchell of Pacific Customs Brokers noted:

“One of our departments specializes in sub-agency work, temporary entries, paper packages, and Prime & ETA shipments. As such, they deal with many officers from ports all over the country, however they want to note that there is one officer that really stands out. Officer H S Mand at the Pacific Highway border crossing is very polite, knowledgeable, and always provides support when needed. He is kind to civilians who are pulled into Secondary and helps them in a supportive tone while maintaining a high level of discretion and professionalism. Officer Mand always makes time for us Customs Brokers whether it is by email, phone, or in-person no matter how complex the situation. Whether he is rejecting or approving a shipment, clear direction is provided which helps us in turn explain rules and regulations to our clients to keep them in compliance. We highly recommend Officer Mand as a CBSA star for his high level of compassion, knowledge, and support for all those around him! ”

Erik Shoquist
Border Services Officer,
Nanaimo Port of Entry
Pacific Region

Tracey Mitchell of Pacific Customs Brokers noted:

“In August 2023 we faced a particularly challenging shipment of live trout eggs arriving as a flying truck with Air Canada. From the moment we reached out to CBSA for help, Officer Shoquist was instrumental in helping us work with Air Canada to get this entry properly released and accounted for. This included multiple follow-ups on his end spanning weeks of correspondence between the three parties involved; there are no strong enough words to convey our gratitude for his attention to this shipment. Such diligence and helpfulness is not seen every day and for this we want to nominate Officer Shoquist as a true CBSA star!”
