CBSA Message: Mandatory Harmonized System (HS) Codes

The following is a message from CBSA (EDI12-109).

Mandatory Harmonized System (HS) Codes at Time of Interim Accounting and Termination of the Zero Class Code as of January 01, 2013

This is a reminder that on January 1st 2013, as announced in Customs Notice 11-005, the HS Code is required for all lines up to 999 lines at time of interim accounting (Pre-Arrival Release System PARS and Release on Minimum Documentation RMD). When transmitting release requests electronically through Electronic Data Interchange (EDI), HS Codes are required for all lines up to 999. For more information on adherence to the 999 line limitation please see Customs Notice 12-025.

For release requests over 999 lines, a  paper PARS or paper RMD paper is required. Although the importer or customs broker will submit the HS codes for all lines, qualifying paper release requests will continue to require a maximum of five HS Codes to be shown on the lead/first sheet using the below criteria:
a) the highest valued commodities of the shipment; or
b) the commodities that provides the most reasonable representation of the shipment.

Also on January 1st, 2013 the Zero-Class Code using ten zeros in length (0000.00.00.00) will no longer be accepted in ACROSS. This interim solution was implemented to assist importers and customs brokers to prepare for mandatory HS Code for all line items. Please refer to Customs Notice 11-016 for more information.
