CBSA Message: Reminder regarding RMD EDI and highway frontier clearances

The following is a CBSA Message (EDI12-073)

The purpose of this message is to remind importers and customs brokers that a post arrival electronic Service Option Release on Minimum Documentation (RMD) is NOT permitted for purposes of obtaining release of shipments at highway border frontier locations unless the goods are warehoused pending customs clearance.  For instructions on obtaining release upon arrival at highway frontier ports, please refer to the ACROSS-EDI Participants Requirements Document, Electronic Commerce Client Requirement Document, section 10.6 “Priority Indicator: for Driver Waiting (DW) transactions arriving at a Highway Frontier”.

With the introduction of eManifest and the provision of electronic cargo and conveyance data by highway carriers, upon arrival, the conveyance cannot be processed by the CBSA if one or more of the cargo contained within the conveyance has already been acquitted by an RMD service option.  Submission of a post-arrival RMD release option in advance of a highway conveyance arriving will result in delays at the border for the carrier and potentially issuance of AMPS penalty to the importer for submission of a release request outside of the prescribed timeframes.  The acceptable timeframes for the release of goods may be found at http://cbsa.gc.ca/publications/dm-md/d17/d17-1-4-eng.pdf.
