CBSA Message (TCC17-212) – Electronic Commerce Client Requirements Document (ECCRD)

Clients Affected: All clients and service providers who transmit trade data using EDI.

This bulletin communicates upcoming changes to the Electronic Commerce Client Requirements Document (ECCRD) for Daily Notices (DN) and Statements of Account (SOA), which are outlined in the attached ‘Correspondence Updates Presentation (version 3)’.

The attached zip file includes:

  • The presentation,
  • The xml format of the ECCRD in English and French, and
  • A sample xml file and a sample xsd file. (The xsd file has been included as a separate file rather than as an appendices of the ECCRD, as was previously done.)

Changes to the CADEX and EDIFACT formats will be issued shortly.

In addition to business related changes to the statements, improvements to the structure of the xml file are also being introduced to improve clarity and to bring the xml file structure up to industry standards.

A transition period is being implemented to allow Trade chain partners the time required to implement necessary system changes. During this transition period, DNs and SOAs will be available in either the new version with changes, or the previous version (the version you receive today). The updated file format will be available in early 2018, which will begin the transition period. The exact date will be communicated as soon as it is confirmed.

At the time of implementation, all Trade chain partners who currently receive ECCRDs electronically will continue to receive the old version until they advise the Canada Border Services Agency (CBSA) that they are ready to receive the new version. For clients who currently receive files in two different formats, both formats will be moved to the new version at the same time.

Action Required:  Contact the CBSA’s CARM mailbox as soon as you are ready to receive the new version. DN and SOAs will be transitioned to the new version at the same time, either when we receive the email request or at the end of the transition period.

For clients that have an internal IT department and are responsible for system change to be able to process the new files, contact us directly when you would like to start receiving the new files. In the email include the start date and your BN15 and company name

For service or software providers, contact us with a list of your clients (BN15 and company name) for whom you would like to receive the new version.

At the end of the transition period, all remaining clients will be moved to the new version and should be prepared to process it.
