CBSA Message (TCC19-024) – Updates to the SWI IID ECCRD, Version 4.0

Updates to the Single Window Initiative (SWI) Integrated Import Declaration (IID) Electronic Commerce Client Requirements Document (ECCRD), Version 4.0

Clients Affected: All importers and brokers using the IID

Effective February 26, 2019 the following changes will take place:

  1. Transport Canada (TC) – WMI requirements

Currently, the World Manufacturer Identification “WMI” data element is only applied to and included in the SWI ECCRD for TC’s Canadian Motor Vehicle Safety Standards (CMVSS) Appendix G vehicle import program. However, this data is often submitted by brokers for all vehicle entry types. To avoid unnecessary rejects from TC, the “WMI” field will be added to the following TC vehicle program appendices in the ECCRD as an “optional” data element:

  • CMVSS Case-By-Case (B9.5.1)
  • FMVSS Standard (B9.6.1)
  • FMVSS Case-By-Case (B9.7.1)
  • Age Exemption (GREATER THAN 15 YEARS) (B9.8.1)
  • CMVSS Returning Vehicles (Original Owner) (B9.9.1)
  • Unregulated Vehicles (B9.10.1)
  • Vehicles for Parts (B9.11.1)

Effective immediately, if the WMI element is included on the IID, the following rules will apply to the format of the WMI value:

  • The maximum length for the WMI field is 6 alphanumeric characters.
  • The 3rd digit of the WMI determines the expected length of the WMI field. For example:
    • If the 3rd digit DOES NOT = 9, then the data entered in the WMI field MUST be 3 alphanumeric characters (ex: A23)
    • If the 3rd digit DOES = 9, then the data entered in the WMI field MUST be 6 alphanumeric characters (ex: 129XYZ). FYI: the “XYZ” portion of the WMI are the 12th, 13th, and 14th digits of the Vehicle Identification Number.
  • The WMI should be entered without breaks or separators (i.e. either “A23” or “129XYZ”).
  1. TC –Vehicle Identification Number Limitation

The following TC Vehicles Programs are restricted to a single VIN per SWI IID submission. To avoid delays for clients registering their vehicles, CBSA has implemented a new validation rule which will trigger a reject if the IID contains more than one VIN number. This rule applies to the following Vehicles Programs:

  • CMVSS Case-By-Case (B9.5.1)
  • FMVSS Standard (B9.6.1)
  • FMVSS Case-By-Case (B9.7.1)
  • Vehicles for Parts (B9.11.1)

The TC Vehicles Programs listed below allow for multiple VINs, but are restricted to one VIN per commodity line, and all regulated commodities must be reported on the same invoice:

  • CMVSS Appendix G (B9.4.1)
  • Age Exemption (Greater than 15 Years) (B9.8.1)
  • CMVSS Returning Vehicles (9.9.1)
  • Unregulated Vehicles (B9.10.1)

Please note that the above restrictions do not apply to the CMVSS Appendix F program.

  1. Health Canada (HC) – Manufacture Date Requirements

The HC requirement for Manufacture Date has changed from being Mandatory to Optional for the following programs:

  • Active Pharmaceutical Ingredients (B6.1.1)
  • Human Drugs (Including Radiopharmaceuticals) (B6.6.2)
  • Medical Devices (B6.8.2)
  • Natural Health Products (B6.9.2)
  • Veterinary Drugs (B6.12.2)

The HC appendices listed above will be updated as follows:

  1. HC Veterinary Drugs – Canadian Product Category Code Name Change

Amendments to the Food and Drug Regulations came into force on November 13, 2017 which created a regulatory pathway for products known as Veterinary Health Products (VHPs), formerly known as “Low Risk Veterinary Health Products”, to be imported through a notification process. These importations do not require a product licence or an establishment licence if they have been notified.

Effective immediately, the Canadian Product Category code HC17 - Veterinary Drug – Low Risk will be renamed Veterinary Drug - Veterinary Health Product.

The data requirements charts found throughout Appendix B6.12.2 will be updated with the following change:

  1. Environment and Climate Change Canada - Ozone-depleting Substances and Halocarbon Alternatives Program

Effective immediately, the requirement for authorized quantity is no longer mandatory for the Ozone-depleting Substances and Halocarbon Alternatives Program. In the next publication of the SWI ECCRD, the authorized quantity data element (below) will be removed from Appendix B3.2.2
