Certain Seamless Casing and Oil Country Tubular Goods, Notice of Scope Ruling

The Canada Border Services Agency (CBSA), pursuant to subsection 66(1) of the Special Import Measures Act (SIMA), made a scope ruling (SC OCTG1 2019 SP) with respect to the goods that were the subject of the Application, namely insulated tubing (IT) and vacuum insulated tubing (VIT) from China.

On the basis of the information on the administrative record and having considered the relevant factors contained in section 54.6 of the Special Import Measures Regulation and other relevant factors, today, the CBSA made a scope ruling pursuant to subsection 66(1) of SIMA that the IT and VIT described in the Application are not subject to the Canadian International Trade Tribunal’s orders issued on November 28, 2018 in Expiry Review No. RR-2017-006 and March 2, 2015 in Expiry Review No. RR-2014-003 concerning the dumping and subsidizing of certain seamless casing and oil country tubular goods from China.
