iii) streamline the requirements for the following HS codes:

06.02.10.0013.01 Ginseng – Unrooted plants (Panax spp.)
06.02.10.0016.03 Cannabis sativa – Unrooted plants
06.02.10.0016.07 Herbs and leafy greens – Unrooted plants
06.02.10.0016.08 Cacti (cactus) – Unrooted plants

iv) modify the import conditions for the following HS code with the end use “Propagation (growing and sowing)” and the miscellaneous codes “With soil or related matter (including growing media not approved under the CGMP)” and “Without soil, related matter or growing media” originating for the continental United States:
