Changes to Canadian Pacific’s Supplemental Service Tariffs - Effective January 1, 2013

We received the following 30 November 2012 message from Canadian Pacific (CP).

 
Canadian Pacific’s drive to improve service, increase railway efficiency and lower costs is producing results.  We’re pleased to announce our new 2013 Supplemental Service Tariffs and believe you’ll like some of the changes we’ve made to our intermodal services rates.
 
CP is continuing to simplify and clarify its Supplemental Services outlined in Tariffs 1 through 10.  In almost all cases, we have held or even lowered our rates to continue to provide you with competitive, reliable transportation solutions.
 
Please carefully review our updated Tariffs (found here) effective January 1, 2013.   Find below a concise summary highlighting some of the important and positive changes contained in them.

Summary of 2013 Supplemental Service Tariffs

Tariff 1 - CP’s Guide to Products and Services. Important updates include: Clarifying “No Bill, No Pull,” ISO requirements for IMS Container Footprint Weight, and the rules around using Team Track.
 
Appendix to Tariff 1 – Intermodal Safety Standards and Restricted Commodities.  Features updated tables (Items 2, 3) containing restricted and prohibited commodities, along with intermodal weight restrictions.  
 
Tariff 2 – Railcar Supplemental Services.
•        CP has adjusted the price for the associated coordination and handling of Unsafely or Improperly Loaded shipments to $500. For simplicity it is now combined with Item 55: Overloads Identified at Unloading Facilities.  
•        CP’s demurrage policy is unchanged, although for clarity the wording for Service Exception and TIH Policies has been updated across all car types.  For customers using Team Tracks, we’ve clearly outlined how charges apply.  The US Grain asset use program has also been updated to match Tariff 2.
•        Clarification: Item 22: Moving Cars to Execute Your Request only applies when moving a car out of the way to access an actioned car.  Item 21: Intraplant Switching applies to moving a car from one location to another.
 
Tariff 3 – Intermodal Supplemental Services.  
•        CP has reduced charges for Blocking & Bracing to $100.
•        Lowered Chassis Use to $25 per day.
•        Separated Placard Removal into a new item with a lower price of $100.
•        Removed fees for Steel Wheel Interchanges.
•        Updated descriptions on how charges apply on Customs Holds.
 
Tariff 5 – Unit Train Services.  CP has refined policy and rates for Buffer Cars.  The freight rate for moving Buffer Cars on a unit train has been set at $300, and buffer cars held on CP’s lines will not receive free time beyond the day of arrival.
 
Tariff 6 – Private Equipment. CP’s Private Equipment Terms and Mileage Equalization rules are now easier and simpler to read.  Mileage Equalization has been expanded to all private car types.
 
Tariff 7 – Between Railways.
•        Industries no longer in service with CP have been removed.
•        Increased inter-switching rate in Bismarck, ND to $1000 per car.
 
Tariff 8 – Hazardous Commodities.
•        Item 35: New information has been added about regulations governing the Receipt of Hazardous Materials at US destinations.  
•        The Intermodal Hazardous Commodity Surcharge now includes Import/export shipments of commodities outlined in the Appendix to Tariff 1.
