The Animal and Plant Health Inspection Service (APHIS) and the Canadian Food Inspection Agency (CFIA) have mutually agreed to conditionally extend the transition period from the legacy GCP program (Canadian Greenhouse Certification Program [CGCP] and United States Greenhouse Certification program [USGCP]) to the United States – Canada Greenhouse-Grown Plant Certification Program (GCP) until December 17, 2021.
The extension applies only to facilities that have submitted a completed application package to participate in the GCP and are still waiting for an authorization audit on September 30, 2021. A completed application package includes:
- Completed and signed application form
- Current list of plants in production
- Written Pest Management Plan, including Pest and/or Production Modules where required
Facilities that have submitted a completed application package by September 30, 2021 may continue shipments under the terms of the legacy Canadian Greenhouse Certification Program until December 17, 2021.
Any legacy CGCP facility that has not submitted a completed application package by September 30, 2021 will have their approval cancelled, their export certification labels and interfacility stamps collected by the CFIA, and will no longer be able to ship plants to the United States using an export certification label.

Prolongation conditionnelle : Programme États-Unis-Canada de certification des végétaux cultivés en serre (GCP)
Le Service d'inspection de la santé animale et végétale des États-Unis (APHIS) et l'Agence canadienne d'inspection des aliments (ACIA) ont convenu d'un accord commun de prolonger la période de transition de l'ancien programme GCP (Programme canadien de certification des serres (PCCS) et United States Greenhouse Certification program [USGCP]) au programme États-Unis-Canada de certification des végétaux cultivés en serre (GCP) jusqu'au 17 décembre 2021.
La prolongation s'applique seulement aux installations ayant soumis un dossier de demande complet pour participer au GCP et qui sont toujours en attente d'un audit d'autorisation le 30 septembre 2021. Un dossier de demande complet comprend :
- un formulaire de demande complété et signé
- une liste à jour des végétaux en production
- plan de lutte antiparasitaire écrit, comprenant les modules de lutte antiparasitaire et/ou de production, le cas échéant
Les installations ayant soumis un dossier de demande complet avant le 30 septembre 2021 peuvent continuer d'expédier selon les termes de l'ancien Programme canadien de certification des serres jusqu'au 17 décembre 2021.
Toute installation PCCS autorisée n'ayant pas soumis un dossier de demande complété avant le 30 septembre 2021 verra son autorisation annulée, ses étiquettes de certification d'exportation et ses estampilles inter-installations collectées par l'ACIA, et ne pourra plus expédier des végétaux aux États-Unis en utilisant une étiquette de certification d'exportation.
