The following is a CBSA Message regarding eManifest rail carriers.
As you are aware, the Canada Border Services Agency (CBSA) deployed electronic systems for rail carriers to transmit cargo and conveyance data in May 2012.
Please be advised that eManifest requirements for rail carriers will be mandatory in Fall 2013 when enabling regulations are expected to be in place. The CBSA anticipates being able to provide carriers as much as 45 days advance notice of the mandatory compliance date.
This information is being communicated to affected stakeholders through a direct mail-out to CBSA-registered rail carriers, the eManifest section of the CBSA Web site, and through other communication and outreach activities.
The CBSA strongly encourages all carriers to adopt eManifest requirements before they become mandatory. Once regulations are in place, non-compliant carriers could be subject to penalties.
