“Five Eyes” Partners Issue Advisory on Patterns and Products of Concern for Russian Sanctions Evasion

The “Five Eyes” partners—Canada, Australia, New Zealand, the United Kingdom, and the United States—have issued a prioritized list of 45 Harmonized System (HS) codes for items required by Russia for its weapons programs. All five countries have either implemented sanctions and export controls with respect to these items or have increased scrutiny of them to prevent potential sanctions and export control evasion.. The advisory follows a June 2023 commitment by the five countries to exchange information about export control violations and illicit procurement; it also provides information about trade patterns that may raise concerns about the illegal diversion of goods to Russia.
