A recent conversation between the CSCB and CBSA has revealed that, in the highway mode, there continues to be instances where brokers are submitting RMD release requests prior to the arrival of goods. This results in significant delays at the border.
Members are reminded that an RMD is to be submitted only after the physical arrival of the goods. Release requests submitted prior to the arrival of goods should be made using PARS.
Rather than issuing a penalty under AMPS (C274), CBSA are attempting to assist brokers in complying with the release timeframes by rejecting RMDs that are submitted prior to arrival. However, members should note that both a reject and a penalty can be applied by a Borders Services Officer (BSO) in cases of non-compliance with RMD timeframes.
