CBSA has provided an updated version of the Single Window Initiative (SWI) Integrated Import Declaration (IID) Electronic Commerce Client Requirements Document (ECCRD).
The IID is the new electronic message that CBSA has developed to allow the submission of information that meets CBSA requirements, as well as the requirements of participating government agencies (PGAs) which also regulate the commercial importation of certain goods. CBSA will collect the IID on behalf of the PGAs and send the relevant information to the PGAs.
Brokers will no longer be required to send duplicate information, in duplicate formats, via different delivery mechanisms to multiple agencies to meet regulatory requirements. The existing Pre-Arrival Review System (PARS) is being enhanced to include all Participating Government Agency (PGA) commercial import data requirements in an Integrated Import Declaration (IID). The IID includes only data essential for PGAs (including the CBSA) to make border-related decisions and acts as the foundation for the modernization of government business processes to eliminate requirements for presentation of paper documents at the border.
The purpose of the ECCRD is to provide Importers/Brokers and Electronic Data Interchange (EDI) partners (e.g. service providers) with technical user information related to the EDI transmission of the IID. The document provides information on business rules for eligibility and transmission, available PGA/CBSA notices and technical information pertaining to IID transmission requirements, system requirements and instructions regarding the GOVCBR/EDIFACT message structure.
