This is further to the information provided in Customs Notice 11-016 regarding Mandatory Harmonized System (HS) Codes – Criteria for Use of the Zero-Class Code (ZCC).
The requirement to provide the 10-digit HS Codes for every line transmitted was implemented in a phased-in approach. In order to assist importers and customs brokers prepare for the full implementation of mandatory HS Codes, the Canada Border Services Agency (CBSA) included an interim option to utilize the ZCC in those rare occasions when a HS Code cannot be determined at time of interim accounting. As of January 1st, 2013, HS Codes for all lines up to 999 lines (or CBSA system capacity) will need to be implemented and the ZCC will no longer be available.
The CBSA hopes that this interim measure enabled our partners to review their internal processes/product lists/databases and identify potential gaps (e.g., products within a database that do not reference an accurate HS Code) that would restrict the future provision of an accurate HS Code, thereby resulting in non-compliance.
