The CSCB has added a series of road maps to its Road to CARM roadside assistance toolkit in order to simplify the journey which lies ahead in preparation for the full implementation of CARM coming October 2024.
There are currently five sets of road maps available to guide you through the processes for 1 - The Life of a Shipment, 2 - CARM Client Portal (CCP) Registration, 3 – Delegation of Authority, both internally among employees and externally among importers and customs brokers, and other service providers, 4 – Release Prior to Payment (RPP) during and after the 180 day transition period, and 5 – C Type entries.

What is a Process Map (Road Map) and How to Read One
Process mapping is a technique used to visually map out processes. The purpose of process mapping is to communicate how a process works in a concise and straightforward way. Each process map contains common features used to identify certain items.
- Swimlanes – Defines who is responsible for each task within the swimlane.
- Arrows – Indicates the direction in which the flowchart should be read.
- Shapes – Each shape represents certain action:
Rectangle – Shows an action or task that needs to be done.
Diamond – Shows a point at which a decision needs to be made. The arrows flowing from the shape are labeled with the choices.
Oval – Shows the ending point of the process. There may be multiple ending spots depending on the steps taken during the process.
- Colours – Each colour also represents certain actions:
Green – Shows the starting point of the process.
Blue – Shows an action or task that needs to be done.
Yellow – Shows a point at which a decision needs to be made. The arrows flowing from the shape are labeled with the choices.
Red – Shows the ending point of the process. There may be multiple ending spots depending on the steps taken during the process.
Yellow Outlines – Shows when a step contains additional information or hyperlinks to additional information.
- Last Updated – Shows the date on which the process map was last edited.

Life of a Shipment
Life of a Shipment adminThe Life of a Shipment Road Map provides a look at the complete life of a typical shipment being imported and how it will look in CARM R2.
Current guidance from the CBSA indicates that various CARM transition processes will be in place until October 20, 2025. Please note that this road map reflects “end state” processes after the transition period has concluded.
As such, this road map may not reflect interim direction provided by the CBSA between October 21, 2024, and October 20, 2025. Please continue to consult the CSCB Trade News for up-to-date guidance on transition measures and processes.

Release Prior to Payment after 180 day Transition Period
Release Prior to Payment after 180 day Transition Period [email protected]The Release Prior to Payment (RPP) Road Map outlines the steps to add enrol in the RPP subprogram and add financial security to your CARM client portal after the 180 day transition plan expires. During the transition plan period, importers who were registered on the CARM client portal will be auto enrolled in the RPP subprogram, but will need to add financial security.
