Reduction of Detailed Tariff Classifications

On April 14, a message was sent to members advising that Statistics Canada is planning to reduce the number of 10-digit HS classification codes. With that message, comments from the CSCB National Committee on Operation Issues (NCOI) were provided, as well as a request for comments from members. CBP Commissioner Alan Bersin concedes working partnership ‘polarized’ over demands Customs and Border Protection Commissioner Alan Bersin wants to rebuild the agency’s frayed relationship with the customs brokerage community. U.S. Customs and brokers traditionally worked together in what Bersin called village atmosphere to facilitate trade and to ensure import duties were paid and contraband did not enter the country.

New agreements between Canada and Switzerland

UN Announces World Statistics Day

The UN has announced 20.10.2010 as the first World Statistics Day. As noted on their website, “The celebration of the World Statistics Day will acknowledge the service provided by the global statistical system at national and international level, and hope to help strengthen the awareness and trust of the public in official statistics. It serves as an advocacy tool to further support the work of statisticians across different settings, cultures, and domains”.

Softwood Lumber interim quota allocations for NOVEMBER 2010 are now available in EICS. Please be advised that the volume available currently represents 80% of the actual November allocation.

Request to Change Meat Inspection Facility

The Canadian Food Inspection Agency (CFIA) has a new contact to request a change to the import inspection facility for meat and meat products. Prior to a meat or meat products shipment obtaining the CFIA release recommendation from the Import Service Centre (ISC), the broker/importer is able to select a different inspection facility. The change will be made by the ISC upon reception of the Request for Documentation Review form.

Fresh Fruit and Vegetable Imports-New Requirements

New Requirements for Importing Fresh Fruit and Vegetables HS Codes Starting with 07 and 08 1. Attestation of Canadian Food Inspection Agency (CFIA) federal produce licence number or Dispute Resolution Corporation (DRC) membership number Under the Licensing and Arbitration Regulations, Canadian purchasers of fresh fruit and vegetables are required to be licensed with the CFIA and/or be a member of the DRC, if they are not exempt from the Regulations.

Update to CFIA AIRS Website

Chapter 08 was published to change the release recommendation from "Refuse Entry" to "Refer to CFIA-ISC" for the following HS Codes with the end uses of "Human consumption", "Other end uses" and "Travellers & Personal use and not for resale or distribution" for all countries except the Continental United States. 08.05.10.4038.02 - Oranges - with leaves and branches (fresh) 08.05.20.4038.02 - Mandarins (including tangerines and satsumas); clementines, wilkings and similar citrus hybrids - with leaves and branches (fresh)

Non-bonded Carrier Codes

In light of CBSA’s decision to eliminate the use of 77YY carrier codes, members may be interested in the following information from CBSA. The CSCB asked the following question: Once an importer or carrier has completed form E369 to request a non-bonded carrier code, can you advise CBSA’s steps after that? We understand that an additional questionnaire must be answered and are curious as to why that form is not included with form E369. Can you also let us know CBSA’s service standard for issuing a carrier code?

Reminder of Changes to Import Notification Requirements - Phase 3

This is a reminder to importers and brokers that phase 3 implementation of the changes to import notification requirements for commodities in the non-federally registered food sector will come into effect on November 08, 2010. Annex 1 of the Notice to Importers and Brokers - Phase 3 on the CFIA website has been updated to include the OGD extension codes for the commodities relevant to this phase. http://www.inspection.gc.ca/english/fssa/invenq/20101018e.shtml
