Good Afternoon and welcome to our CARM audio, I am Melanie Bedard, Vice President at the CSCB.

I hope you are doing well!

I would like to thank our members who participated in our CARM webinar on October 15th. There were lots of great questions asked and I know that there will be many more questions throughout this CARM journey. Watch CARM Webinar (for members only)

If you missed the webinar we talked about Financial Security, Delegation, Registration, CAD and briefly on corrections and adjustments. And yes, there was also a reference to Cinderella and the fact that CARM is not a fairy tale, it will be happening and you will need to be ready.

If you missed it, the implementation dates are as follows:

  • Release 0 – still scheduled for November of this year, in one month. This release will not have an impact on trade and involves a system shift for CBSA
  • Release 1 – is scheduled for May/June 2021 and this will include registration and delegation in the portal
  • Release 2 – is scheduled for June 2022 – at this time all importers will be required to have secured a Release Prior to Payment or cash bond or else they will have to secure the release of a shipment with payment.

There are so many components of CARM that will change your business and what better time to start planning  for it, if you haven’t already. Your future is created by what you do today. It is ok to start small, one CARM piece at a time. Break it down and spread it around in your organization. The more people in your organization who have access to CARM, the more in depth you can go and ask all of the important questions that will impact what you do to prepare for CARM.

You will need to consider the impact and implications of delegation for example. What will you be able to see in the CARM client portal once access has been given. That will depend on the visibility that the customs broker is given by the importer from the following three options:

  • Visibility to data submitted by the customs broker (the one who submitted the CAD);
  • Visibility to data submitted by the importer;
  • Visibility to data submitted by another business, such as another customs broker or trade consultant.

How will each of these options affect your ability to perform at the service levels that have been set both formally and informally. Will the wrong choice impact the expectation that the importer and customs broker have of each other?  That is the importance of understanding CARM and how it will impact your business.

The CSCB CARM story is almost ready for publication on our website. We hoped to have it available this week but due to some changes in our story it will be postponed until early next week. The story is just the beginning and it will change and be modified as need be to help guide you through the CARM implementation.
