Additional avian and poultry commodities now permitted from France

The Canadian Food Inspection Agency (CFIA) has completed a joint evaluation of France’s Highly Pathogenic Avian Influenza (HPAI) vaccination program with the United States Department of Agriculture. As a result of this evaluation, raw/unprocessed products and by-products originating from birds which have not been vaccinated against HPAI are now eligible for import into Canada. The Automated Import Reference System (AIRS) will be updated with the new conditions beginning March 3, 2025.

All shipments of avian origin commodities which have not been heat-treated from France must be accompanied by certification of the following statements:

The avian origin animal product or by-product:

  • a) was derived from birds kept in a premises where there has been no outbreak of Highly Pathogenic Avian Influenza (HPAI) within 10 km for the 30 days prior to slaughter or collection and no outbreak of Newcastle disease (ND) for the 90 days prior to slaughter or collection
  • b) was slaughtered, handled and/or processed in an establishment located in an EU member state, region, or zone which was free from HPAI and ND
  • c) was derived from birds which have not been vaccinated against HPAI

These statements may be provided on a zoosanitary export certificate or an Annex to an Official Meat Inspection Certificate and must be signed by an official veterinarian. There are no restrictions on the date of slaughter or collection for products and by-products of unvaccinated birds.

Products and by-products of ducks from France are only eligible for import into Canada if they were collected before or originate from birds slaughtered before October 1, 2023. The date of collection or slaughter must appear on certification endorsed by an official veterinarian.

L’Agence canadienne d’inspection des aliments (ACIA) a achevé l’évaluation du programme français de vaccination contre l’influenza aviaire hautement pathogène (IAHP) en collaboration avec le ministère de l’agriculture des États-Unis. À la suite de cette évaluation, les produits et sous-produits bruts ou non transformés provenant d’oiseaux qui n’ont pas été vaccinés contre l’IAHP peuvent désormais être importés au Canada. Le Système automatisé de référence à l'importation (SARI) sera mis à jour avec les nouvelles conditions à partir du 3 mars 2025.

Tous les envois de produits d’origine aviaire n’ayant pas subi de traitement thermique en provenance de France doivent être accompagnés d’une certification des déclarations suivantes :

Le produit ou sous-produit animal d’origine aviaire :

  • a) provient d’oiseaux élevés dans des locaux où il n’y a pas eu de foyer d’influenza aviaire hautement pathogène (IAHP) dans un rayon de 10 km au cours des 30 jours précédant l’abattage ou la collecte et pas de foyer de maladie de Newcastle (MN) au cours des 90 jours précédant l’abattage ou la collecte
  • b) a été abattu, manipulé et/ou transformé dans un établissement situé dans un État membre, une région ou une zone de l’Union européenne indemne d’IAHP et de MN
  • c) provient d’oiseaux qui n’ont pas été vaccinés contre l’IAHP.

Ces déclarations peuvent figurer sur un certificat zoosanitaire d’exportation ou une annexe au certificat officiel d’inspection des viandes et doivent être signées par un vétérinaire officiel. Il n’existe aucune restriction quant à la date d’abattage ou de collecte.

Les produits et sous-produits de canards en provenance de France ne peuvent être importés au Canada que s’ils ont été collectés avant le 1er octobre 2023 ou s’ils proviennent d’oiseaux abattus avant cette date. La date de collecte ou d’abattage doit figurer sur le certificat attesté par un vétérinaire officiel.
