Amendments to the IRD – Hatching eggs and Feeder calves

As per the announcement on October 8, 2025, amendments to the Import Reference Document (IRD), incorporated by reference into the Health of Animals Regulations, were published in Canada Gazette Part II, changing the import conditions for hatching eggs (section 12) and for feeder calves (section 17) from the United States.

The changes are as follows:

12. Hatching eggs

Hatching eggs of chickens, turkeys, waterfowl or game birds destined for Canadian licensed hatcheries must now be sourced from a flock sampled and tested as outlined in the Canadian Hatchery and Supply Flock Testing Standards or to a monitoring program deemed by the CFIA as equivalent.

17. Feeder calves

  • The maximum timeframe between import and slaughter has been increased from 36 to 40 weeks;
  • The minimum age at the time of importation has been changed from not less than 8 days to not less than 9 days of age;
  • The maximum age at the time of import has been increased from 14 to 21 days of age;
  • Reference to the Meat Inspection Act has been changed to the Safe Food for Canadians Regulations; and
  • Reference to section 149 of the Health of Animals Regulations has been changed to section 152.2. Although not explicitly stated in section 17 of the IRD, importers must comply with all applicable requirements under Part XII (Humane Transport) of the Health of Animals Regulations.

Due to issues outside of CFIA’s control related to the lapse in US federal government funding, updated health certificates could not be finalized prior to October 8. Therefore, health certificates which still reflect the previous wording in the IRD (January 25, 2007 version) will be accepted until negotiations can be completed with USDA-APHIS. Please contact you local animal health district office for a copy of the previous version of the requirements if needed. A follow up email notification will be sent once updated certificates are finalized.

Modifications au DRI – oeufs d’incubation et veaux d’engrais

 

Conformément à l'annonce faite le 8 octobre 2025, des modifications au Document de référence relatif à l'importation (DRI), incorporé par renvoi dans le Règlement sur la santé des animaux, ont été publiées dans la Gazette du Canada, Partie II, changeant les conditions d’importation pour les œufs d’incubation (section 12) et les veaux d’engrais (section 17) en provenance des États-Unis.

Les changements sont les suivants :

12. Œufs d’incubation

Les œufs d’incubation de poule, de dinde, de gibier d’eau ou de gibier à plumes destinés à des couvoirs agréés au Canada doivent maintenant provenir d’un troupeau échantillonné et analysé conformément à la Normes canadiennes pour les épreuves effectuées dans les couvoirs et les troupeaux fournisseurs ou à un programme de surveillance jugé équivalent par l’ACIA.

17. Veaux d’engrais

  • Le délai maximal entre l’importation et l’abattage a été porté de 36 à 40 semaines;
  • L’âge minimum au moment de l’importation a été porté d’au moins 8 jours à au moins 9 jours;
  • L’âge maximum au moment de l’importation a été porté de 14 à 21 jours;
  • Le renvoi à la Loi sur l’inspection des viandes a été remplacé par le Règlement sur la salubrité des aliments au Canada; et
  • Le renvoi à l’article 149 du Règlement sur la santé des animaux a été remplacé par l’article 152.2. Bien que cela ne soit pas explicitement indiqué à l’article 17 de la DRI, les importateurs doivent se conformer à toutes les exigences applicables de la partie XII (Transport sans cruauté) du Règlement sur la santé des animaux.

En raison d’enjeux indépendants de la volonté de l’ACIA liés à l’interruption du financement du gouvernement fédéral américain, la mise à jour des certificats sanitaires n’a pas pu être finalisée avant le 8 octobre. Par conséquent, les certificats sanitaires qui reflètent toujours la formulation précédente du DRI (version du 25 janvier 2007) seront acceptés jusqu’à ce que les négociations avec l’USDA-APHIS soient terminées. Veuillez contacter votre bureau de district local de santé des animaux pour obtenir une copie de la version précédente des exigences si nécessaire.Un courriel de notification sera envoyé une fois que les certificats auront été finalisés.
