Bulletin 5423 - Discrepancy in CARM exchange rates for December 20, 2025, and July 21, 2026

Due to discrepancies between the exchange rate source system and the CBSA Assessment and Revenue Management (CARM) system, some processed Commercial Accounting Declarations (CADs) used an inaccurate exchanges rates in duties and tax calculations. Specifically, CADs with direct shipment date of December 20, 2025 and certain rates for July 21, 2026 may have been affected by the discrepancy.

While the system now automatically applies the correct exchange rates to all new declarations, previously processed CADs require a refresh. To ensure accurate duty and tax assessments, the CBSA will proactively retrigger all older CAD entries for these specific shipment dates to pull the updated rates. Additionally, if an importer submits an adjustment to an affected CAD, the system will automatically apply the correct exchange rate during the recalculation process.
