Canada and Mexico strengthen agri-food cooperation under the 2025–2028 Action Plan

On October 14, 2025, Canada’s Minister of Agriculture and Agri-Food, Heath MacDonald, and Mexico’s Secretary of Agriculture and Rural Development, Julio Berdegué, met to advance bilateral cooperation under the Canada–Mexico Action Plan 2025–2028. Their discussions focused on strengthening agri-food trade, scientific collaboration, and sustainable rural development, building on a 50% trade increase between the two countries from 2018 to 2023. Key outcomes included Mexico’s agreement to ease apple import requirements from Eastern Canada, new market access for Canadian pet food, and joint efforts to improve regulatory recognition in meat and seafood sectors.

The ministers also committed to enhancing North American value chains, addressing climate and health challenges, and expanding electronic certification for plant products like canola and wheat. They agreed to convene scientific teams within six months to identify further collaboration opportunities. Alongside the ministerial meeting, an industry-led Agri-business Dialogue generated concrete recommendations to boost trade and resilience in the face of global challenges. These efforts reflect renewed momentum in Canada–Mexico relations, following recent high-level visits and shared goals for inclusive, sustainable agribusiness growth.
