CARM Bulletin 5420 - Further Adjustments to CBSA created Pre-CARM Type F CADs

This bulletin is a reminder that Trade Chain Partners (TCPs) are not permitted to further adjust Pre-CARM Type F CADs that have been created by the CBSA to process an adjustment (e.g. cut over B2s, Pre-CARM Blankets, etc.).

To submit a subsequent adjustment to a transaction processed on a CBSA created Pre-CARM Type F CAD, the TCP must:

  • Convert the original B3 into a Pre-CARM “As Declared CAD”, and ensure that the previous Pre-CARM Type F adjustment data is reflected on Version 1 of the converted CAD; or,
  • Where more than 100 lines need adjusting, submit as a new Pre-CARM Blanket Request, following the requirements outlined in Memorandum D17-2-4: Preparation and Presentation of Pre-CARM Adjustments.

Failure to follow this guidance will result in the rejection of the adjustment request and possible penalties.
